On December 13, 2002 the head of the city state administration L.M. Zhunko signed an order №1505r “On the creation of Head department of investment policy and foreign affairs of the city state administration”, whith the purpose of coordination in sphere of external relations and development of foreign-economic and investment activity.
In accordance with Regulation on Head department of investment policy and foreign affairs (HDIPFA), HDIPFA is a structural subdivision of Sevastopol city state administration, which is created by the head of corresponding state administration and is under control of the head of the city state administration, Ministry of economy and european integration of Ukraine, Ministry of Foreign Affairs of Ukraine.
The Head department of investment and foreign affairs consists of:
investment policy department;
department of foreign affairs.
Main objectives of Head department of investment policy and foreign affairs are:
securing of realization of government policy in sphere of investment and foreign economic activity, of foreign economic connections and promotion of enterprises, public institutions and organisations of the city in the external market ;
realization of measures and assistance in creating appropriate conditions, directed on development and organization interregional, border and inshore co-operation in sphere of investment and foreign economic activities.

Head department of investment policy and foreign affairs is an independent legal entity, it has independent balance, settlement account and other accounts, a seal with Ukranian State Emblem and its name.
