In order to develop further the economy of the town investments from other foreign countries continue to come, and by October 1, 2003 they were estimated at 22407,22 thousand of US dollars. Maximum funding was provided by Russian Federation (53,6%), Cyprus (33,9%), Hungary (2,3%), Switzerland (2,2%), China (2,1%), and Turkey (1,4%).

The largest volumes of foreign investments are directed in construction (51,2%), transport and communications (39,1%), industry (4,3%), hotels and restaurants (2,6%).

The increase in investment in 2003 estimated at 7601,00 thousand of US dollars. Basic forms of attraction the capital in January-September were cash investments - 1622,60 thousand of US dollars (21,3%), and investments in form of movables and immovables – 5978,40 thousand of US dollars (78,7%).
Portfolio investments at the end of stated period have amounted 72,39 thousand of US dollars.
The most important factor in activating investement activity is stable economical development of the region. The analysis of socio-economical development of the region in 2002 showed tendencies of stable economic growth in Sevastopol:
- Growth of volumes in manufacturing industry to 6,1% (the volume of manufactured goods was 533,8 mln. hrn). Sevastopol holds the 8-th position among regions of Ukraine in manufacture growth;
- Increase in amount of lucrative enterprises with profits that gains 57,0%;
- Overfulfillment of planned indexes of taxation and payments in budget of the town is 14,8% (total sum is 315,4 mln. hrn); budget of Pension fund is over completed on 25,9%;
- Active work of small and middle businesses, which is proved by forming of 33% consolidated budget, because of incomes of small and middle bussineses (102,8 mln. hrn);
- The increase in foreign trade volumes of services on 14,2%, in export of services on 19,8%;;
- Increase in cargo processing during 2002 on 37,5% in comparacent with 2001, including export processing on 24,3%, transit processing on 66,6%; export transporting by seaports were 53,0% of all trasporting;
- Increase in retail trade by enterprises and restaurants on 15,1%. Sevastopol holds 6th position among Ukranian regions with goods turnover.
- Increasing in services on 22,3%. The largest density in general volume of services belongs to:
- transport services (55,2%);
- post and communications (19,8%);
- tourism and travel agencies (4,6%);
- real estate (4,6%).
- Recreational potential of the city is charactirised by growth of amount of joint-stock companies, that run tourist services on 6,1% (277 points), growth of amount of tourists on 10-12%.
- Increasing demand in labour force created 4,9 thousand work places.
