Priorities for development

Taking into consideration climate, geographical position and infrastructure of Sevastopol, it is possible to conclude that the most perspective industries are:

  • tourism and recreation;
  • maritime complex;
  • industry;
  • agriindustrial complex.

Touristic and recreational sphere

In 2002 in Sevastopol tourists services were rendered to 165,8 thousands tourists and to 173 thousands excursionists. It is 6% more, than in last year. The volume rendered tourist services estimated at 87 mln. hrn and increased on 14%. In 2002 more than 7 mln. hrn were received to the budget, while in 2001 budget received 5,2 mln. hrn.

In Sevastopol there are 260 objects of business which have the right to realize touristic activity. There are more than 80 objects for tourists allocation, 52 off them are tourist camps and 11 objects for health improvement.

The development strategy of tourist industry in Sevastopol stipulates:

  • development of material-technical base of tourism;
  • realization of region development programmes of communal services, which secure the infrastructure of tourism;
  • creation of training and skill improvement system for experts of tourism;
  • creation of positive image of Sevastopol on foreign-touristic market.

Sevastopol’s current raiting of main indexes of activity among Ukranian tourist enterprises:

  • 4-th place by quantity of working branch enterprises;
  • 4-th place by quantity of served tourists;
  • 4-th place by payments to budget;
  • 3-rd place by quantity of excursionists;
  • 3-rd place by volume of tourist services.

Maritime industry

In radius of 600 km from Sevastopol 12 countries are situated, that, according to the world statistics, suggests the efficiency of maritime cargo transportation through Sevastopol ports.

For operation of naval fleet in Sevastopol bays there was created the infrastructure of 287 berths (partly with built railways and roads, was created a system of port installations) with general length about 30 km.

Available Sevastopol port reserves can expand significantly the capacity of region on shipment of cargos from/in Asian-Pacific region to Near East and Mediterranean countries.. Creation of logistics point and cargo distribution system also can increase overseas freight turnover of some eastern regions of Ukraine and south of Russia. The distance between these countries and Sevastopol significantly less than from Odessa.

Non-freezing aquatory, as well as nearest location to Bosphor channel lead to shortened time for delivery cargo from Mediterranean territory.

From Sevastopol cargo could be deliver:

  • through Azov Sea and Volgo-Donske river-chanal transport system in European regions of Russia, Kazakhstan, Azerbaijan, Uzbekistan, Turkmenia, situated in basin of Kaspyisk Sea;
  • through Dnepr to center of Ukraine;
  • through Rhenish-Mine-Dunai to center of Europe.

Freighting facilities of local companies (GE “Sevmortorgport”, GE “Sevmorribport”, “Ugtorsan” limited company, “Avlita” LTD) have large capabilities for development and increasing of production capacity.

Apart from freight companies that operate at Sevastopol bays, there are substantial possibilities for development of port capacities at free shore zone and through utilization and reconstruction of available berths, including ones that were used by Blacksea Fleet of Russian Federation.

Volume of transshipment of cargo through Sevastopol ports is constantly increasing. In 2002 4251,1 thousand tons of freight were transshipped through sea ports and berths (1700 thousand tons - bulk cargo, 2551 thousand tons - dry-cargo), In comparance with 2001 year cargo freight is increased by 37,5%. It was caused by increasing of transit cargo’s volume by 66% and export cargo’s volume by 24,3%. 801 vessels were served at ports and berths of Sevastopol (in 2001 – 613 vessels).

Agroindustrial complex

In 2002 consolidated positive tendency of growing of agricultural production’s volume. Production of main agricultural crops increased in common on 18,3%. Organizational period of agricultural enterprises’ reform on a base of private property on land and belongings has been finished. On a ground of reformed farms new market-typed agrarian formations have been formed, the most wide spreaded form among them is farm communities.

From 357, 9 thousand tones of grape, gathered in common allover the Ukraine – 8,5% comes to Sevastopol’s share. In compare with year 2001 there were gathered 30,5% more vine. Average vine yield-capacity in Sevastopol was 51,1 centner/hectare. The best indexes were reached by SE “Sadovod” (increase on 1,8 thousand tones), P. Osipenko sovkhoz-plant (increase on 1,5 thousand tones), sovkhoz-plant “Kachinsky” (on 1,65 thousand tones). In 2002 150 hectares of land were planted with new vineyards.

In 1998 the potential of fish industry branch of Sevastopol region was 25% from the common volume allover the Ukraine. Its share in city’s production volume was also very high – 39%. This is the reason why the development of fish branch was determined as one of the main priorities in resource and region policy forming.

The volume of products of fishing in real prices in year 2002 was 155,1 mln. grn., which is 8,8% more then year 2001 level.

150,9 thousand tones of fish and sea products were fished out, which is also 23,9% more, then for the same period of year 2001. In compare with year 2001 increased the production of salted fish – on 66,2%, fish canes – on 3,5%, frozen fish –on 2,1%.

In year 2002 fish and sea products were catching out by 26 enterprises, which is 36,8% more than in previous year. The biggest share in common volume of fishing comes to SE “Service”, PLC “Antarctica” , PLC “Interflot”.

Industry

In 2002 volume of industry production was 533,8 mln. grn. and has increased by 6,1% compared to previous year.

The following companies had showed the highest increase of production volume: “Sevmorverf ltd” (share in total industry production – 5,7%) had increased production by 220%, “Mechanic enterprise “Tavrida Electyric” ltd” (3,6%) – 66,4%, “Sebastopol sea products can enterprise plc” (5%) – 44,1%, “Enterprise “Tavrida Electric” ltd” (15,5%) – 15,2%, “Lazarevscoe Admiralty ltd” (1,6%) – 54,8%, “Sevmormash ltd” (1,2%) – 43,7%.

Semi-finished manufacturing have the highest share (69,5%) in total volume of industrial production and includes:

  • ship-repairing, shipbuilding: enterprises “Sevmorzavod” – 14% in total production volume of city (57% in volume of industrial production at the district).
  • production of electric and electronic equipment: “Enterprise “Tavrida-Electric” –11,8% (35,3% at the district).

- mechanical engineering and repairs of machines (32,3%), including:

- building and repairs of ships (18,1%);

- production and distribution of electrical power, gas, warmth and water (24,3%),

- including State Communal Enterprise “Sevgorvodokanal” – 6,8% (24,0% at the district).

- food industry and semi-production of agricultural products (28,3%).

The increasing of investments to construction industry of city in 2002 resulted in growing of manufacturing of the following construction materials: not mineral building materials (by 50,7%), fabricated ferro-concrete (by 41,1%), wall materials of natural stone (by 18,7%), brick (by 4,2%).

The volume of shipped products at city industrial enterprises in 2002 amounted 615,1 mln.grn. It is necessary to note tendency of increasing of average month sales of goods and services above the manufacturing volume: in 2001 volume of sales was 95,9% compared to manufacturing volume, and in 2002 – 111,3%. An increase of this ratio by 15,4% indicates liquidity growing of Sevastopol enterprises goods.

In Sevastopol city implementation of energy-saving technologies at industrial enterprises continues. In year 2002 5500 comparative tones of fuel and energy resources were saved:

  • electricity – 6300,0 thousand kVt/hour;
  • warmth energy – 4800,0 Gcal;
  • gas – 700,0 thousand m3 .

Efficiency of energy-saving measures of all city enterprises amounted 1915,6 thousand grn.
